Not so much. The basic design was all Paul's work. I think the only ideas I put forward to Paul initially were that these guys have more of a soldier look to them that was different to Razorback's, and that maybe have a couple with like, open masks would be interesting to see.
In the script for #61 it's pretty explicit that they've undergone upgrades, as it's more than likely that since the TMNT encountered them in Australia, a significant chunk of time has gone by. I'd say a couple of years or so.
I'm not sure if the Hydra resemblance was intended initially, but it's definitely there, and I love it. I think when I first scribbled them out, they looked more like something from Metal Gear or GI JOE (which they're largely inspired by). If I find the sketches, I'll post them.
